Using Assessment To Strengthen Grantmaking

The Charles Stewart Mott Foundation asked CAPD to develop a framework for using assessment to strengthen grantmaking. It argued that assessment-beyond its traditional use in program evaluation-can be used at all stages of the grantmaking process. In particular, it describes how assessment can be used during a program development phase to determine what is known, what is not known and where innovation is necessary.
