Projects Support To Office Of Maternal And Child Health, Department Of Public Health The Office of Maternal and Child Health of the Philadelphia Department of Public Health asked CAPD to assist in developing its Title V plans for 1997/98/99. The State of Pennsylvania had recently required that Medicaid patients be served through managed care. In addition, Title V and other funds to MCH were being cut and/or subsumed within Block Grants. MCH wanted to reassess its grant making strategies in this new climate. Through a planning process, CAPD helped MCH review maternal and child indicators in Philadelphia, identify opportunities and gaps, gain consumer input, and establish program priorities. CAPD also brought in national experts to help the office consider their options under managed care and linked MCH's work to other city efforts to improve outcomes for pregnant women, mothers, babies and toddlers. As a result, MCH began negotiating with managed care providers to provide services; coordinated its work with the Office of School Readiness and provided TA to MCH grantees providing home visiting services to improve their eligibility for reimbursement.
