Assessment Of The Philadelphia Schools Collaborative: The Restructuring Of Comprehensive High Schools In The School District Of Philadelphia

In 1988, CAPD conducted a strategic review of national dropout prevention strategies and other initiatives to improve the educational chances of at-risk youth. This work provided a framework for the Philadelphia Schools Collaborative, an effort to restructure 22 comprehensive high schools within the School District of Philadelphia. During the subsequent six years, CAPD conducted an on-going assessment of this school reform strategy focusing on improvement in student performance and achievement of key restructuring objectives.
